It was tough for bud to be in an orphanage because the kids that were there were a lot younger than bud was so thy got adopted and bud didn’t. Living at the foster home was also tough for bud since the Amos’s son did not like him and always told his parents that bud was being mean to him so bud would get in trouble.
Bud actually said that he liked the orphanage better which I found odd. Neither of them must have been enjoyable, but the way he was treated by the Amos family supports his feelings. Bud actually told Todd Amos's parents that he did not want to go back to the orphanage even though he preferred it so they would have something to take away that wasn't something that was actually important to him. Bud had a rule for that which was, "Rule #118-You have to give adults something that they think can use to hurt you by taking it away.That way they might not take something away you really do want.Unless they're crazy or real stupid they did they wouldn't have anything to hold over your head to hurt you with later." This was very smart of Bud.
